COBRA (possibly: Cabinet Office Briefing Room A—see http://en.wikipedia.org/wiki/Cabinet_Office_Briefing_Room)

[Note: This section was written before „concrete“ information was available.] COBRA is the Internal Secret Service of the RPF (ISS). It is so secretive that after Ashes1627’s retirement, he remained in control of it, and it has since been operating under his command without the knowledge of his leadership successors. COBRA investigates the leadership because COBRA does not trust anyone. Profiles are created and files are stored on anyone with „sufficient authority“ in the army. Another objective is to spread the „RPF“ mindset to other small armies, in order to have a back-up army in case fatal damage is done to RPF by an internal or external threat.

Currently, there are four persons involved with COBRA. The site is marked as private and only those four persons have access to it. Despite ζιεΗεη’s top secret security level clearance, Ihewas not allowed to view the site. The fact that it is „rarely used“ is a bad joke. Judging by Ashes1627’s statement („I trust no one“), it is obvious why he interferes with every single administration after his.

On June 15, 2010 the war with DCP and UMA was raging. Behind the scenes, however, a more sinister war was taking place. A war of people, a war of the mind. A war of espionage. It was decided that a new team of people would be brought into existence, to research, explore and neutralise the threat. COBRA was reborn. At the time, a major threat was a guy named CasiusBrutus, who was kicked out of the army because he tried to destroy it when he was leader. He has made threats against the RPF leadership and the RPF ever since. We learned that it was possible that a small team of individuals inside the RPF may be working with him, and this put COBRA through its first major test. COBRA managed to successfully convert this small team of individuals back to loyalty to the RPF, and kept an eye on them. COBRA has developed since then, and is currently aiming to get a profile built up on all active members of the RPF. We also handle Black Ops, and may if needed authorise a hacking. The RPF constitution does not apply to COBRA, and so COBRA’s existence is a closely guarded secret. [End.]

History inside the RPF: CasiusBrutus was removed from the RPF while he was leader. He was removed using a government act enacted by the Prime Minister when he started to destroy RPF. On the 27th of August CasiusBrutus was permanently banished by RPF Leader Ashes1627. History inside the RPF: ATM23 joined the RPF in summer, 2010. ATM23 showed promise, and quickly rose through the ranks. During this time inside the Rebel Penguin Federation he has been part of many controversies, including the unsuccessful plotting to remove Ashes1627 from leadership during 2010. ATM23 is currently RPF 2iC, after a peaceful takeover of RPF by Cewan (Current RPF leader) at the beginning of 2011, after the RPF had mostly died out. Cewan describes their relationship as „Friends“, and work „Relatively well together“. He is known to not tell the truth at times, and can have strong, and sometimes unjustified, views.

In the summer of 2010, he returned and became 3ic. He became the RPF 2ic following the resignation of Ashes in December. During March 2011, he replaced the leaders Chapa and Karakoran. This created some contention between him and Fiasco121, which has mostly died down. The current RPF 2ic, ATM, has no problems with Cewan, saying „He tries his best“

Homeland Security (WB: Ashes1627)—Obsolete, Not Very Informative

Short Overview: Homeland Security is responsible for the security of the USRPF both internally and externally. [Very dormant „branch.“]

Foreign Missions (WB: Omega39)

The Department of Foreign Affairs was created on April 22, 2011 by Omega39 as the way to get in contact with small- and medium-sized armies that are (if at all) known by the international community. After making contact, Trailblazers (members of this department) try to accomplish the following goals:

  • Keep an eye on the armies‘ military and political campaigns.
  • Try to get these armies to merge into the Rebel Penguin Federation as minutemen (meaning they still maintain their complete identity, but have the option to assist the RPF in its missions).
  • Help develop these armies to establish an identity, train their soldiers, teach their politicians, and indoctrinate them with the „Commando717 mindset“ as a way to mold future legends.
  • Obtain any intelligence that may help the RPF in certain situations.

The whole purpose of this department is to ensure that RPF can mark its place (though secret) in these armies‘ histories as training future generations to improve the conditions of Club Penguin war and politics. If the Rebel Penguin Federation were to be completely disbanded, at least our philosophical, moral, militarized, and political innovations would live on under new names for these pariah armies. Through the Department of Foreign Missions, the Rebel Penguin Federation will help small- and medium-sized armies who were born with nothing. And if the RPF were to die, they would have everything.

Was added and made administrator by Ashes1627 (most likely „main“ administrator). Fiasco121 is an editor. Ashes1627 has done „90%“ of the work and „did the site framework.“

Subject: Defamatory statements regarding a motion of no confidence in the current administration

ADDITIONAL REMARKS AS OF 30.08.2011: In a clarification talk with ATM23, the following statement was given:

On 01.09., the following information was acquired:

ATM 23 claims that multiple troops were for an election, yet SuperPaco24 renders the only pro-election “opinion” “a joke” [Caleb]. There is an inconsistency between the two persons’ statements. In addition, a miscommunication between SuperPaco24’s consideration for a retirement due to school and the fact that information was “out-of-date” could have distorted the ability of those “5-7” troops to make the most accurate decision possible. The investigation panel finds–after a second look at the investigation–that Casiusbrutus carries no fault in these rumours. Rather, it is ATM 23 who issued false statements, as evidence has it that no one was ever for this election. Perhaps it is due to misinterpretation and information, such as SuperPaco24’s personal decision whether to carry on, that this internal conflict even started.

In addition, the technical issue of not being able to publish posts cannot be linked as a motive of these rumours or the “Ashes-Casiusbrutus coalition.” At this point, ATM 23 is to be reprimanded to strive for better communication with his superior and the army. To avoid further misinterpretation, each member should express their opinion on issues PERSONALLY to a trusted person of neutrality.

1.    Introduction

I, ζιεΗεη, Director of Internal Investigations, act independently and will not act loyal to any party other than the RPF as a whole, whom I hereby serve. For the sake of an accurate, deductive thinking process, the site (http://rpfarmy.com/) is not considered an objective source (due to the possibility of manipuation), but may be used as a source of evidence where deemed necessary. For this investigation, multiple persons are interrogated as to what occurred specifically on the 24th of this month and the days leading up to the conflict. As evidence must be included, all conversations are completely and unconditionally recorded in picture format; I have chosen applicable pictures with highest discretion.

2.    Background (Based on Public Indications: Main Chat, Site, etc.)

The first public indication of an internal conflict, as vague as it may apepar, arose in a post written by RPF Leader SuperPaco24 dated Tuesday, 23 August 2011 (entitled To the troops). Rumors of a rebellion had spread earlier, but other than that, no indications of such a rebellion were visible to the public. Its successor post, one written by RPF Golden General [Second-in-Command] ATM23, referred to a draft that Casiusbrutus had written. As this has been deleted, it can not be explored for further consideration.

On Wednesday of this week, the conflict peaked as many troops were allegedly for an election that saw Ashes1627 and Casiusbrutus candidating together. However, according to all troops interrogated, they were never aware of the possibility of an election. Ashes1627 accused ATM23 of making false statements when he requested more information from the Golden General regarding the confidence the troops have in their leader. ATM23 denies giving false information at any point in time.

3.    Presentation of Evidence (Pictures only Available By Request)

Ashes1627—RPF Leader (ret.)

The interrogation of retired RPF Leader Ashes1627 featured an hour-long conversation. According to him, Casiusbrutus informed Commando717 and him of a potential rebellion against SuperPaco24. He then went to the RPF chat to gain information from ATM23. ATM23 later allegedly stated that „most of RPF would agree with having them [elections].“ However, most people did not favour the election, and many started to label ATM23 a liar, to which Ashes1627 responded with the announcement of an OSM investigation. The Golden General later came online, „who refused to go to the tactics session and unmodded people who spoke out.“ The pictures containing information on „COBRA“ may not be releasted.

ATM23—RPF Golden General

The interrogation of RPF Golden General lasted a gross time of almost two-and-a-half hours, making this the most detailed of all (featuring more than a dozen pictures). Last week, Casiusbrutus allegedly came on chat on multiple occassions last week, demanding xat moderator status, which ATM23 declined. It was during this time that Casiusbrutus talked about Ashes1627 and him „being together“ (which is to be interpreted as a joint candidacy for office). Afterwards, Ashes1627 did come online and discuss the rebellion with ATM23. The Golden General then shows his superior pictures of the conversation (which this department has not received—yet). When confronted with the notion of having started rebellion rumors, as Ashes1627 accused him of, he denied these allegations. Moreover, some blame is put on Ashes1627 for setting up an influence on the RPF based on fear; allegedly, the troops did want an election last week due to Ashes1627’s presence. ATM23 was then demoted to author on the site and moderator on chat—until Ashes1627 left.

The conversation then focused on „COBRA.“ (See separate document.)

Flappy112—RPF Head General

The conversation with Flappy112 was the first and shortest, yet it provides the investigation with the most background information. Again, the conversation between Ashes1627 and ATM23 was verified, and ATM23 was accused of relaying false statements. Ashes1627 allegedly does not let SuperPaco24 lead independently, while ATM23 communicated things that the troops never expressed.

SuperPaco24—RPF Leader

As RPF Leader, SuperPaco24 is obviously in the focus of the investigation. While he did not witness much, he does provide the investigation with another key statement: Ashes1627 claims the source of the rebellion rumors, i.e. the person who informed Commando717 and him, is ATM23. Moreover, no one expressed the desire for an election. The leader will remain in office until he is forced to step down or will retire. „COBRA“ was not mentioned in his presence, and he (still) lacks any justification for the locking of all site content. Non-administrators cannot impose the necessary changes and the move is „classified.“ The administration feels oppressed by Ashes1627’s influence; ATM23 was made author for a post regarding Casiusbrutus that was never published. This influence from the retired leader give his leadership a „puppet“ format.

Alex N—RPF Third-in-Command (ret.)

This interrogation revealed a possible motive for the co-operation between Ashes1627 and Casiusbrutus, a surprise coalition after the retired leader banished the latter from the Federation not too long ago. Once again, no one was witnessed supporting an election. However, ATM23 and SuperPaco24 would then, or so it is told, retire, if an election were to take place. Lastly, the return of Casiusbrutus worries not only this veteran, but many others as well.

Worky—RPF Head De-N00bifier

No background information or additional insights regarding Ashes1627 and ATM23 were gained from this conversation. However, a new concept related to SuperPaco24 arose: Worky was asked whether he would support a new administration with Ashes1627 and Casiusbrutus at the top. Worky neither took up a conclusive position to this question, nor did he witness any election talk amongst the troops.

Chapa23—RPF Silver General

This interrogation is the only one that was held on Friday, 26 August 2011. Its limited content did not hinder it in bringing up another good point: Ashes1627’s influence over the RPF administration is obstructive. The retired leader takes things into his own hands and executes actions and orders that are reserved for the leader—without consultation.

FACEBOOK (IMPORANT!)

On 14 July 2011, six weeks ago, Casiusbrutus was added to a certain Facebook group known as the “Council” in RPF layman’s terms – by none other than Ashes1627, who had previously banished him – PERMANENTLY! This adds a lot of “evidence” for one of the motives below.

4.    Analysis

Conflicting Statements—A Trend

At first, one must find the source of the rebellion rumours. Many fingers point at ATM23. But, as all investigators must do, one must ask as many witnesses as possible. With the leader’s statement, another point goes towards the „ATM23 tally“… that the Golden General is at fault. However, backtracking is required, and one will notice: Ashes1627 mentioned Casiusbrutus as the one who communicated the rebellion to him while ATM23 was faced with an irritated and threatening member who was enraged not to be a moderator.

Who started the rumours? Who is lying?

Possibility: ATM23

ATM23 denies having made up these rumours, yet Ashes1627 reports having heard these rumours from the Golden General first. There is a piece missing in the chain. ATM23 had shown before, and this was at a point in time when support was on his side, that he shows limited interest in the leader position—that he will retire with his superior if an election were to be held. Therefore, his motive for causing this conflict is extremely vague.

Possibility: Ashes1627

Considering that Ashes1627 had not been on chat until last week (or so ATM23 revealed), he could not have known about the RPF status at the time. If Commando717 can somehow verify that Ashes1627 has received information from the source, whover that may be (our conclusion will follow), he would not be our prime suspect.

 

Possibility: Ashes1627 and Casiusbrutus

However, one must explore the motive of both Ashes1627 and Casiusbrutus—from banishing the other to setting off on a journey of coalition? Both ATM23 and SuperPaco24 have respectively confirmed that Casiusbrutus was unstably enraged about not being moderator. His constant questioning of current RPF internal affairs with anything but the necessary clearance and fidelity increases his chances of being the one who started the rumours. According to ATM23, Casiusbrutus stated that he would run for the election—with Ashes1627—before the entire rebellion talk even started. More importantly, a hacking threat was released. (This was last week.) The election-hacking „threat“ and the confrontation between Ashes1627 and ATM23 lie at least two whole days apart. The fact that Casiusbrutus has harmed RPF before does not fall in his favour, either.

Ashes1627 has made ATM23 an author and locked the site. What does this mean? Only administrators can publish posts. Yes, editors can still modify things content-wise, but nothing else. ATM23, being an author, cannot do either of the two. With Chapa23 leaving a similar testament for the investigation, the owner ranks (and Head General Flappy112) all express a consensus: Ashes1627, being retired, has to much authority; he takes action without consulting SuperPaco24; he has done these things before. The „site lockdown,“ however, is not old news; it was rather a slap in the face for the administration, a surprise.

Do not forget that Ashes1627 added his “foe” to the RPF Executive Decisions Council (EDC)!

Possibility: Casiusbrutus (on his own)

Due consideration will be given, but none more for this scenario. He has left behind a very strong trail based on written threats, but no actions reflect these threats. No one can prove that there is a connection between the rebellion, the election, the site lockdown and his desires. That is all.

5.    Conclusion, Recommendations and ACTIONS; Other Remarks

Having considered all the evidence that was gathered as quickly as possible within 26 hours (net time six hours „on the job“), this investigation concludes the following.

  • ATM23 is found not guilty of all charges laid out herein. He did not make up these rumours, did not spread them.
  • Ashes1627 is not found guilty of having made up or spread these rumours. However, the investigation panel would like to outline multiple recommendations regarding his role in so many RPF administrations after his time as leader.
  • Casiusbrutus is found guilty of having made up these rumours. It cannot be proven that Ashes1627 knew about his role, but COBRA could have been the door to a co-operation for them.

Recommendations/Actions

  • The investigation panel advises the site administrators and RPF administration to find a solution regarding Ashes1627’s excessive influence on the leadership bilaterally.
  • The site is to be immediately unlocked, unless this action can be justified before Saturday, 27 Auust 2011 at 23:00 GMT AND the administration agrees to re-lock it.
  • ATM23 is to be re-instated as site editor immediately and may not be removed from this position without consultation between the administrators and the leader.
  • It is strongly recommended that Ashes1627 not perform any action that could interfere with the RPF leadership and/or falls under the exclusive jurisdiction of the active owner ranks (or lords system).
  • Ashes1627 is to have a xat rank to which the administration can agree to.
